在英格蘭，大倫敦地區 (Greater London) 下轄的倫敦市（City of London）與32個倫敦自治市（London Boroughs）皆有各自的管理單位及功能。倫敦自治市的管理單位稱為倫敦自治市委員會（London Borough Councils）。倫敦共有32個自治市委員會。每個地區行政政府或自治市委員會通常在所管轄的地區主要負責以下服務：

垃圾收集 (bin, waste and rubbish collection)
回收 (recycling)
地區政府稅收 (Council Tax collections)
住房 (housing)
規劃申請 (planning and building applications)
學校教育 (School and learning)
Parking (泊車)
圖書館和地方歷史 (Libraries and local history)
道路和人行道 (Roads and pavements)
環境衛生和蟲害防治 (Environmental health and pest control)
休閒、公園和拍攝 (Leisure, parks and filming in the borough)

至於有關警察、消防、戰略規劃和交通等London-wide government層面的服務，是由大倫敦政府 Greater London Authority (GLA)負責。大倫敦政府位於City Hall, More London Riverside, London SE1 2AA , 是英國倫敦的地方政府，管轄範圍包括整個大倫敦地區。
